GOVERNANCE

The governance of the Association of Voluntary Actions for Society (AVAS) is based on transparency, accountability, and inclusive participation. A structured system ensures clear roles, effective oversight, and responsible decision-making.

AVAS is guided by representative committees that include women and marginalized groups, with a clear separation between governance and management for efficient operations.

Through strong policies and participatory mechanisms, AVAS ensures ethical practices, financial integrity, and accountability to communities, partners, and stakeholders.

 

The governance of the Association of Voluntary Actions for Society (AVAS) is designed to ensure transparency, accountability, and inclusive representation. The organization is guided by three key governance bodies that provide oversight, strategic direction, and institutional support.

The General Committee, comprising 21 members including 7 male and 14 female members, reflects the diversity of society and ensures broad-based participation in governance. The committee includes representatives from different social groups and professions, including youth, persons with disabilities, and local community members. It meets annually to provide strategic guidance, review organizational progress, and strengthen accountability.

General Committee:

The Executive Committee, comprising 7 members including 3 male and 4 female members, is elected from the General Committee for a three-year term. It plays a key role in guiding the organization’s strategic and operational decisions.

This committee meets quarterly, or as required, to review progress, approve plans, and ensure effective implementation of organizational priorities. It provides oversight to management, ensures compliance with policies, and supports timely and informed decision-making to maintain organizational efficiency and accountability.

Executive Committee:

The Senior Management Team (SMT), comprising 5–7 members, is led by the Executive Director and includes Directors, Project Heads, Department Heads, and relevant technical personnel. It oversees overall program implementation and operational management of AVAS.

The committee meets monthly to review progress, ensure coordination across projects, and support timely decision-making. Additional meetings may be convened at any time if urgent issues arise. It plays a key role in maintaining program quality, accountability, and effective execution of organizational priorities.

Management Coordination Team

The Management Coordination Team consists of Project Leads and Project Finance Focals from all ongoing projects. The team meets monthly to share progress, discuss challenges, review safeguarding and compliance issues, and develop implementation strategies.

Project Facilitating Team (PFT)

Each project has a Project Facilitating Team (PFT), comprising relevant stakeholders, including government officials and AVAS project representatives. The PFT meets quarterly to ensure coordination, local engagement, and effective implementation.

Project Management and Accountability

Each project is led by a designated Team Leader, Project Manager, or Coordinator, ensuring clear structure and accountability. Project leads report to the Executive Director, who reports to the Executive Committee, government authorities, and donors. Projects are implemented through defined action plans, with regular monitoring, stakeholder engagement, and timely programmatic and financial reporting.
