Project Goal
To enable climate- and conflict-affected communities, especially women, small-scale farmers and people at risk of displacement, to build climate-resilient livelihoods and exercise agency to shape accountable climate action and finance that benefits them.
Background
Coastal communities in Kalapara Upazila of Patuakhali District are increasingly affected by cyclones, tidal surges, salinity intrusion, flooding, erratic rainfall and environmental degradation. These climate-induced shocks are undermining agriculture, fisheries, livestock production, water resources and overall livelihood security.
Some households are hit hardest because they have limited adaptive capacity, inadequate access to productive resources and restricted livelihood opportunities. These include women, smallholder farmers, fisherfolk, persons with disabilities and female-headed households.
Women and girls face additional barriers:
- limited participation in economic and public decision-making
- unequal access to markets and financial services
- unpaid care burdens
- restrictive social norms
Communities also lack localised early warning systems, preparedness planning, climate information and shock-responsive services. Climate-affected people have little influence over local climate governance, adaptation planning and climate finance. Existing institutional and market systems often fail to respond to their needs in a gender-responsive and inclusive way.
Impact Statement
The project focuses on climate-affected communities in the four unions of Kalapara Upazila. These are especially women, smallholder farmers, fisherfolk, persons with disabilities and households at risk of displacement. By the end of the project, these communities:
- strengthen climate-resilient and diversified livelihoods
- enhance their preparedness and adaptive capacity to climate shocks
- actively participate in inclusive and accountable climate governance and climate finance processes
Together, these changes improve resilience, dignity and sustainable economic security.
Outcomes and Outputs

Outcome 1: Communities sustain resilient, sovereign livelihoods with stable and equitable economic security.
- Output 1.1: 300 climate-vulnerable households (about 600 direct participants) adopt climate-resilient agriculture, livestock, poultry, floating gardening and renewable energy-based livelihood practices.
- Output 1.2: 1,000 direct participants, including women, youth and persons with disabilities, strengthen financial literacy, entrepreneurship, leadership and market engagement capacities through group-based economic empowerment.

Outcome 2: Communities are consistently able to anticipate, withstand and recover from climate shocks with minimal disruption.
- Output 2.1: Community Disaster Management Committees and 60 trained youth volunteers strengthen disaster preparedness, anticipatory action, early warning dissemination and emergency response capacities. This involves at least 200 trained community representatives in total.
- Output 2.2: 300 vulnerable households (about 1,000 direct participants) access shock-responsive emergency support, safeguarding services and government social protection during climate emergencies.

Outcome 3: Climate-affected communities influence equitable climate finance flows and accountable climate governance systems.
- Output 3.1: 200 community representatives, including women, youth and persons with disabilities, increase their knowledge of and engagement in climate finance, Loss & Damage, climate justice and community advocacy.
- Output 3.2: 10 community climate action groups influence decisions through Union Parishad committees and local governance platforms, with active participation of at least 150 women and marginalised representatives. These decisions cover local adaptation planning, Union Parishad budgeting, disaster management, social protection and climate finance.

Story

Samia’s Story: Not Child Marriage, Education Is My Dream
Samia Begum, a 15-year-old sponsored child from Char Bheduria, Bhola Sadar, resisted early marriage and chose to continue her education. With support from AVAS and Plan International Bangladesh’s Sponsorship Funded Program, she received leadership, life-skills and self-defense training, joined children and youth forums, and started a home nutrition garden. Today, Samia continues her studies, speaks against child marriage, and inspires other girls to claim their rights.
